  • A Categorical Exclusion (CE) includes evaluation of project scope and environmental resources, documentation of compliance with applicable federal regulations, and preparation of CE forms and supporting technical memoranda to demonstrate that the project does not result in significant environmental impacts. Categorical Exclusions are required by federal agencies to satisfy NEPA requirements for qualifying projects with minimal environmental effects.

  • An Environmental Assessment (EA) includes evaluation of existing environmental conditions, analysis of potential project impacts and alternatives, coordination with regulatory agencies, and preparation of technical documentation to determine whether a Finding of No Significant Impact (FONSI) or an Environmental Impact Statement (EIS) is required. Environmental Assessments are required by federal agencies to comply with NEPA for projects that may result in environmental impacts.

  • An Environmental Impact Statement (EIS) includes detailed analysis of existing environmental conditions, evaluation of direct, indirect, and cumulative impacts, assessment of reasonable alternatives, public and agency coordination, and preparation of draft and final EIS documents. Environmental Impact Statements are required by federal agencies to comply with NEPA for major federal actions that may significantly affect the quality of the human environment.

    Applicable to: Federal and State Agencies, Transportation Agencies, Energy Developers, Utilities, Municipalities, Large-Scale Infrastructure and Public Works Projects

  • A Stage 0 feasibility study includes a high-level review of project objectives, site conditions, regulatory constraints, and environmental considerations to determine overall project viability and identify potential risks early in planning. Stage 0 feasibility studies are typically required by project owners or funding agencies to support early decision-making, budgeting, and project planning.
